A Proposal for the City of Concord

Building a Diverse, Equitable, Inclusive, and Just Community

PURPOSE

DIVERSITY, EQUITY, INCLUSION, JUSTICE, AND BELONGING PROPOSAL FOR THE CITY CONCORD

 

Title: Building a Diverse, Equitable, Inclusive, Justice, and Belonging (DEIJB) Community: A Proposal
for the City of Concord.

INTRODUCTION
First and foremost, Change for Concord would like to acknowledge and thank the City of Concord for the steps already taken to create a more diverse, equitable, inclusive and just community including:

  • the Concord Police Department’s involvement with the new American community,

  • the Concord Public Library’s involvement with the Multicultural Festival,

  • the review and subsequent reduction of fees to utilize the Citywide Community Center,

  • the change of Columbus day to Indigenous Peoples' Day,

  • the Human Resources Department’s use of a vendor called CircaWorks to reach underrepresented communities with job postings such as people of color, veterans, LGTBQ, and those with disabilities,

  • and most recently the creation of the City DEIJB committee.

 

We are looking forward to working with the City DEIJB committee, the school district DEIJB committee, and community members towards a more inclusive Concord.  This proposal includes a comprehensive plan for creating a more welcoming community for all. Thank you for your consideration.

 

SELECTING COMMITTEE MEMBERS

It’s essential to strengthen the DEIJB committee and make sure we have the right candidates on the committee. One way to strengthen a Diversity, Equity, Inclusion, Justice, and Belonging committee is by actively involving experienced members from minority communities. This can be done alongside working with professionals to ensure a comprehensive and well-rounded approach. Here are some steps to achieve this:

Identify experienced members: Reach out to individuals from minority communities who have extensive experience and knowledge in DEIJB issues. This could include individuals who have worked in related fields, have been involved in community activism, or have personal experiences that provide valuable insights.

​

Create a welcoming environment: Ensure that the committee creates a safe and inclusive space where the voices of experienced members from minority communities are respected and valued. This can be achieved by setting ground rules for respectful communication, actively listening to their perspectives, and addressing any biases or prejudices that may arise.

​

Provide training and resources: Offer training and resources to both the experienced members
and the committee as a whole. This can help bridge any knowledge gaps and ensure that
everyone is equipped with the necessary tools to address DEIJB issues effectively.

​

Foster collaboration and mentorship: Encourage collaboration between experienced members
and professionals on the committee. This can be done through mentorship programs, where
experienced members can share their insights and guide professionals in understanding the
unique challenges faced by minority communities.

Amplify their voices: Actively seek out and amplify the voices of experienced members from
minority communities. This can be done by giving them opportunities to lead discussions,
present their perspectives, and contribute to decision-making processes. Their experiences and
insights should be valued and integrated into the committee's work.

Regularly evaluate and adjust: Continuously evaluate the committee's efforts to ensure that the
voices of experienced members from minority communities are being heard and their
contributions are being valued. Adjust the committee's approach as needed to address any gaps
or challenges that arise.

By actively involving experienced members from minority communities, the DEIJB committee
can benefit from their unique perspectives, insights, and expertise. This inclusive approach will
help strengthen the committee's work and ensure that it effectively addresses the needs and
concerns of all communities.

COMPREHENSIVE PLAN

The following proposal outlines a comprehensive plan to foster diversity, equity, inclusion,
justice, and a sense of belonging within the city of Concord. By prioritizing these values, we aim
to create a vibrant and harmonious community that celebrates and respects the unique identities,
experiences, and perspectives of all its residents. This proposal encompasses various initiatives
across multiple sectors, including education, employment, housing, public services, and
community engagement.

1. Education:
a. Implement inclusive curriculum: Collaborate with local schools to develop and implement a
curriculum that reflects the diversity
of Concord's population, promotes cultural understanding,
and addresses systemic biases.
b. Increase access to quality education: Establish scholarship programs and mentorship initiatives
to support underprivileged students, ensuring equal opportunities for academic success.
c. Cultural competency training: Provide ongoing training for the community and educators to
enhance their understanding of diverse cultures, identities, and experiences, fostering an
inclusive learning environment.

2. Employment:
a. Diversity hiring initiatives: Encourage local businesses and organizations to adopt diversity
hiring practices, including targeted recruitment efforts, implicit bias training, and the
establishment of diversity and inclusion committees.
b. Equal pay and promotion opportunities: Advocate for pay equity and equal promotion
opportunities, ensuring that all employees are treated fairly and rewarded based on their skills
and contributions.
c. Workplace diversity training: Offer diversity and inclusion training programs for employers
and employees to foster a more inclusive and respectful work environment.

3. Housing:
a. Affordable housing initiatives: Collaborate with housing developers and nonprofits to increase
the availability of affordable housing options, ensuring that residents of all income levels can
find suitable housing within the city.
b. Anti-discrimination policies: Create and strengthen existing anti-discrimination laws and
regulations to protect individuals from housing discrimination based on race, ethnicity, gender,
sexual orientation, religion, or disability.
c. Community engagement: Facilitate community dialogues and workshops to address housing
disparities, promote fair housing practices, and encourage residents to actively participate in
shaping housing policies.

4. Public Services:
a. Language access: Improve language access services in public institutions, including
government offices, healthcare facilities, emergency services, and website platforms to ensure
that language barriers do not hinder access to essential services.
b. Mental health support: Increase access to mental health services, particularly for marginalized

resources within the city.

This section aims to not only organize a Multicultural Festival but also to foster a culture of
integration and celebration of different cultures in our daily lives. By creating opportunities for
residents to engage with diverse communities and promoting inclusivity, we can build a city
where people from all backgrounds feel valued, respected, and included.

1. Multicultural Festival:
a. Festival objectives: The Multicultural Festival will celebrate the diverse cultures within
Concord, promoting cultural understanding, appreciation, and unity among residents.

b. Festival activities: Organize a range of activities, including cultural performances, art
exhibitions, food stalls, workshops, and interactive experiences that showcase the traditions, arts,
music, and cuisine of various cultures.
c. Community involvement: Encourage active participation from local organizations, businesses,
cultural organizations, community groups, and individuals to ensure the festival represents the
richness and diversity of Concord's population.

and effectively serve all residents. Through the strategies outlined below, we aim to create a
more equitable and inclusive city where everyone feels valued, represented, and empowered.

a. Diversity in leadership: Establish goals and initiatives to increase the representation of
underrepresented groups in leadership positions within city government, ensuring diverse
